Now, to suck all the humor from this message: This was created as a satire or parody of ads for online universities, dating services, computers, etc., which show scantily-clad women that have nothing to do with the subject of the advertisement (specifically ones running in the vertial banner on the right-hand side of the Hotmail UI).
